While the revenues of the 25 leading temporary staffing providers (top 25) declined by an average of 7.0 percent in financial year 2025, revenues are expected to increase by an average of 6.3 percent in the current year and by as much as 7.5 percent in 2027. In financial year 2025, the top 25 accelerated restructuring efforts, which was reflected, among other things, in the number of branch offices (-2.6%) and the number of temporary workers (-9.3%). Both the decline in demand from the industrial sector and rising investment and labor costs posed challenges for the industry in the past year. With regard to the economic recovery of the German economy and the ongoing shortage of skilled workers, survey participants are looking ahead with greater optimism. These are initial findings from the L\u00fcnendonk Survey 2026 &#8220;Temporary Staffing in Germany,&#8221; which will be published in June. The market survey includes the L\u00fcnendonk Ranking of the 25 leading providers by revenue. This is available for free download at <a href=\"https:\/\/www.luenendonk.de\/en\/produkt\/lunendonk-rankings-2026-leading-temporary-staffing-companies-in-germany\/\"><strong>www.luenendonk.de<\/strong>.<\/a>        <\/p>\n\n<h2 class=\"wp-block-heading\" data-block-type=\"core\"><strong><strong>The L\u00fcnendonk Ranking in Detail<\/strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The top 25 of the L\u00fcnendonk Ranking account for one third of the German market volume. This enables valid conclusions to be drawn regarding market developments and trends. In total, the market research firm L\u00fcnendonk &amp; Hossenfelder analyzed 85 temporary staffing companies.  <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">Adecco maintains its position at the top of the industry ranking. The D\u00fcsseldorf-based company generated revenues of 1,623.0 million euros in 2025, representing a decline of 7.1 percent. Randstad holds second place with 1,493.0 million euros (-9.4%). More than 600 million euros separates them from House of HR Germany, which takes third place with revenues of 885.8 million euros (-4.5%). Persona service records only a slight revenue decline of 0.6 percent and holds fourth place (594.4 million euros).    <\/p>\n\n<h2 class=\"wp-block-heading\" data-block-type=\"core\"><strong><strong>Tempton Achieves Revenue Growth<\/strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The Tempton Group achieves the strongest revenue growth within the top 25 at 12.3 percent and enters the top five for the first time with revenues of 462.0 million euros. Manpower (418.0 million euros; -19.6%) and I. K. Hofmann (394.5 million euros; -11.5%) follow in sixth and seventh place respectively. Dekra Arbeit holds eighth place with a slight decline of 1.8 percent (386.0 million euros). Hays drops to ninth place following a decline of 11.9 percent (377.0 million euros). The top 10 is completed by RGF Staffing with 355.0 million euros (-1.4%), followed by Office people (278.0 million euros) and Orizon (277.7 million euros).    <\/p>\n\n<h2 class=\"wp-block-heading\" data-block-type=\"core\"><strong><strong><strong>New Entrants from the Healthcare and Education Segments<\/strong><\/strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">In 2026, L\u00fcnendonk includes three new entrants that had previously been tracked separately as industry specialists. The highest-placed new entrant is Doctari: the company generates an estimated revenue of 266.0 million euros through the placement of doctors and nursing staff. <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">Gi Group (254.0 million euros), Piening (241.0 million euros), and Amadeus Fire (207.0 million euros) follow in positions 14 to 16. Robert Half holds 17th place with an estimated 180.0 million euros, followed by the first-time entrant arano group (159.9 million euros). In 19th place is PEAG Holding (145.5 million euros), ahead of Feltenpersonal (143.0 million euros), which places nursing staff and is also newly listed in the ranking. Actief (141.3 million euros) and YER Deutschland and Impact follow in positions 21 to 23 (127.0 and 125.0 million euros respectively). Iperdi (122.0 million euros) and Arwa (117.0 million euros) complete the top 25.    <\/p>\n\n<h2 class=\"wp-block-heading\" data-block-type=\"core\"><strong><strong><strong><strong>Decline in Branch Offices: AI Accelerates Structural Change<\/strong><\/strong><\/strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The number of branch offices of leading temporary staffing service providers has declined significantly year-on-year \u2014 from 2,246 locations in 2024 to 2,133 in 2025. The reasons for this include not only the difficult economic climate but above all strategic consolidations, investments, and process optimizations \u2014 such as the centralization of recruitment departments. An increasingly important driver is the use of artificial intelligence: more than 70 percent of the top 25 already use artificial intelligence (AI) on a regular basis. The technology is primarily deployed in recruiting and applicant management.   <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">&#8220;The decline in employees and locations is not a sign of weakness, but an expression of a profound structural transformation in the industry,&#8221; says J\u00f6rg Hossenfelder, survey author and Managing Partner of L\u00fcnendonk &amp; Hossenfelder. &#8220;The shortage of skilled workers requires more precise and faster matching. Providers that, as in previous years, rely solely on sales will find it increasingly difficult going forward.
