After a historically weak 2024, 2025 also brought little in the way of new impetus. IT service providers achieved average revenue growth in Germany of 2.9 percent (2024: 2.6%). Alongside the absence of broader macroeconomic growth impulses, artificial intelligence (AI) in particular is fundamentally transforming demand for IT services. 83 percent of the IT user companies surveyed see enormous efficiency potential in software development in the coming years. This has a direct impact on project volumes, fees, and the staffing structures of IT service providers. 70 percent of IT decision-makers also anticipate enormous AI-driven efficiency potential in IT operations, and 52 percent in application modernization. Consistent with these expectations, 54 percent of the IT service providers surveyed are planning for a declining need for software developers by 2028, and 44 percent for fewer staff in application management and IT operations.       <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">These are initial findings from the L\u00fcnendonk Survey 2026 &#8220;The Market for IT Services in Germany&#8221; by the research and analyst firm L\u00fcnendonk &amp; Hossenfelder. The corresponding L\u00fcnendonk Rankings &#8220;<a href=\"https:\/\/www.luenendonk.de\/en\/produkt\/luenendonk-list-2025-leading-it-consulting-and-system-integration-companies-in-germany-kopie\/\">Leading IT Consulting and System Integration Companies in Germany<\/a>&#8221; and &#8220;<a href=\"https:\/\/www.luenendonk.de\/en\/produkt\/luenendonk-list-2025-leading-it-service-companies-in-germany-kopie\/\">Leading IT Service Companies in Germany<\/a>&#8221; are available for download. The comprehensive market survey will be published at the end of July 2026.  <\/p>\n\n<h2 class=\"wp-block-heading\" data-block-type=\"core\"><strong><strong><strong><strong>L\u00fcnendonk Ranking &#8220;IT Consulting and System Integration&#8221; at a Glance<\/strong><\/strong><\/strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The ranking includes companies that generate more than 60 percent of their revenues in Germany from management and IT consulting, system integration, software development, and software implementation.<\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The 25 leading IT consulting and system integration companies achieved average organic revenue growth, adjusted for acquisitions, of 1.5 percent in the year (2024: 2.4%). This means the top 25 grew organically at a significantly slower pace than the overall market, which expanded by 2.9 percent \u2014 for the first time in a long while. <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">&#8220;Business development within the top 25 IT consultancies is very heterogeneous,&#8221; says Mario Zillmann, Senior Partner at L\u00fcnendonk. &#8220;While some IT service providers were able to achieve double-digit growth rates, others fell significantly short of expectations. The decisive factor behind this development is above all the industry mix rather than the service portfolio. In particular, the dominant industrial sector once again provided few new impulses for higher IT investments in 2025, due to the overall economic situation.&#8221; <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The market leader remains Accenture with a Germany revenue estimated by L\u00fcnendonk of 3.6 billion euros (2024: 3.4 bn euros). Capgemini holds second place, though according to L\u00fcnendonk estimates it recorded a slight revenue decline of 0.4 percent to 2.24 bn euros (2024: 2.25 bn euros). IBM, by contrast, is closing in on Capgemini and increased its domestic revenue by an estimated 0.9 percent to 2.22 billion euros.  <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">Regardless of the economic climate, adesso achieved the second-strongest revenue growth within the top 25 in 2025. The strongest growth was recorded by conet (15.8% to 287.1 million euros). With revenue growth of 15.3 percent and domestic revenues of 1.23 billion euros (2024: 1.07 bn euros), adesso maintains fourth place and continues to close the gap on the top 3. msg systems completes the top 5 with domestic revenues of 973.7 million euros.  <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">Within the top 10 IT consulting and system integration companies, MHP (-11.4%) and Sopra Steria (-13.2%) recorded double-digit revenue declines in Germany. Materna, by contrast, is among the winners, increasing its revenues by 9.7 percent and thereby moving up to 8th place. In addition to adesso and conet, valantic (+11.7%) also achieved double-digit growth in 2025, as did Cosmo Consult (+13.0%), which made its first-ever entry into the L\u00fcnendonk Ranking of the 25 leading IT consulting and system integration companies. Also new to the L\u00fcnendonk Ranking in 19th place is EPAM with revenues of 195.0 million euros in Germany.   <\/p>\n\n<h2 class=\"wp-block-heading\" data-block-type=\"core\"><strong><strong><strong><strong><strong>L\u00fcnendonk Ranking &#8220;IT Services&#8221; at a Glance<\/strong><\/strong><\/strong><\/strong><\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The ranking includes IT service providers that generate more than 50 percent of their revenues in Germany from IT operations services (including hosting and managed services). This encompasses both the operation of IT applications and IT infrastructures as well as IT services such as IT consulting and software development. <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The L\u00fcnendonk Ranking &#8220;IT Services&#8221; presents a similar picture to the &#8220;IT Consulting and System Integration&#8221; segment. IT service companies in Germany grew organically by an average of 1.4 percent. In this market segment too, the overall development is shaped primarily by individual providers recording significant revenue declines \u2014 in some cases in the high single-digit to double-digit range.  <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">First place is held, as in the prior year, by T-Systems with an estimated revenue in Germany of 2.95 billion euros (2024: 2.9 bn euros). Second place goes to NTT Data, with a revenue decline of 8.7 percent to 2.1 billion euros according to L\u00fcnendonk estimates. <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">Third and eighth place are held by Infosys and Wipro respectively \u2014 two new entrants in this L\u00fcnendonk Ranking. While both IT service providers had previously been assigned to the IT consulting and system integration segment, a significantly greater focus of the services delivered in the German market now lies on IT operations. With estimated revenue growth of 13 percent to 1.3 billion euros, Infosys is among the fastest-growing IT service providers in the German market in 2025, while Wipro&#8217;s revenues declined by an estimated 7.8 percent to 530 million euros according to L\u00fcnendonk estimates.  <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">In addition to NTT Data and Wipro, DXC (-3.0%), Atos (-12.8%), and Kyndryl (+\/- 0%) within the top 10 were also unable to achieve revenue growth in Germany in 2025. By contrast, Datagroup (+6.8%) and Arvato Systems (+5.2% organic) succeeded in both consolidating their top 10 positions and closing the gap on the leading places. <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The companies with the strongest organic growth in Germany are HCL (+14.9%), Infosys (+13.0%), Tech Mahindra (+10.0%), akquinet (+11.0%), and TechniData (+18.4%). New to the ranking are Spirit\/21 (20th place; 72.8 million euros) and LTIMindtree (21st place; 70 million euros). <\/p>\n\n<h2 class=\"wp-block-heading\" data-block-type=\"core\"><strong>CIO Agenda: Focus on IT Innovation Rather Than IT Operations<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The year 2025 saw consistently high demand for external IT services \u2014 particularly in the areas of IT modernization, S\/4HANA implementations, and cloud transformation. &#8220;Demand for AI solutions was very high, but project volumes are currently still comparatively modest. However, this will change in the coming years as AI maturity within companies increases,&#8221; says Zillmann, describing the structure of demand in 2025. <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">The CIO agenda for 2026\/2027 reflects a high prioritization of key IT topics. The primary focus areas are cyber security, IT modernization, cloud transformation, IT integration, digital sovereignty, and data &amp; AI. The IT decision-makers surveyed are correspondingly optimistic regarding their IT budgets: 55 percent expect increasing budgets in 2026\u20132027, with a further 36 percent anticipating stable expenditure at a high level. The distribution of budgets is noteworthy: more than 40 percent intend to invest more in IT innovations and IT modernization, while only 23 percent plan to spend more on maintaining existing IT.   <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">&#8220;In economically weak times, CIOs need to get more out of their available budgets and are relying on automation and artificial intelligence to do so,&#8221; comments Mario Zillmann on the budget planning. &#8220;Particularly in IT operations, enormous savings potential through AI-based delivery models is already becoming apparent today \u2014 capital that can be invested in the necessary transformation tasks.&#8221; <\/p>\n\n<p class=\"wp-block-paragraph\" data-block-type=\"core\">For 2026, the IT service providers surveyed by L\u00fcnendonk are somewhat more cautious than in previous years. Nevertheless, they expect average revenue growth of 7.5 percent.
